Manage marketing contacts and verify WhatsApp explicit opt-in status.
Meta Marketing Policy Enforcement:
Only contacts with valid marketing opt-in (
opt_in = true) can be selected for marketing campaigns. Contacts without opt-in will be automatically excluded during campaign pre-flight validation.
